We'd like to show that our Jira Service was available >=99.9% of the time over the previous 30 day interval (or, more advanced, over any interval e.g. 'this past year')
Is anyone here doing this for their on-premise Jira Data Centre service?
For custom fields, just rename them. It won't damage anything, and you can put the longer text in their descriptions.
If you're talking about the built-in system fields, then I don't think you can realistically shorten them usefully. But if you want o try, have a look at http://confluence.atlassian.com/display/JIRA/Customizing+Text
If neither of those apply, then I'm sorry, I've misunderstood the question and I don't understand what you're trying to do.
