can an administrator on jira server log in as another user ?  I don't see this option on the server documentation, but is available on the cloud documentation.

That sounds like you have conditions on the workflow that say "do not allow the moving of issues if linked fields are <some rule>"

Could you open up the workflow and look at all the conditions on the transitions?
