Project Admin User cannot edit Dashboard

I created a dashboard but another user who is Site Admin and Project Admin, and is a member of a group with which the dash is shared, cannot edit.  Why can't she edit it?  And why can't I find any documentation on dashboard edit permissions?

You can modify the jira.table.cols.subtasks property to include key as well.
