New issue view - attachment missing person details

In the original issue view, in the attachments section, when you hoovered over an attachment it showed you who uploaded the attachment.  This was a really useful feature, but sadly it's been forgotten from the new issue view with the file name shown instead.  Showing the file name is fairly useless as the file name is already shown in the list.

So it turns out that a comment box is automatically added to screens. This is not documented anywhere I can tell.

Is there a way to VIEW all comments on such a screen? There's always an empty box to add a new comment, but it would be helpful to see existing comments as well!

Empty screen shows a lot of fields I don't want: End Date, Total Days Spent, Frustration, Morale, etc.
