I am able to integrate the slack and jira.
Even if i update something on jira, it will show me on the slack.
But how can I create a new ticket from slack.

The Task Board does not allow ranking actions but as you note the Rapid Board does.
Additionally, have you looked into using Swimlanes for prioritising issues?
I think the Rapid Board will provide the functionality that I need. It seems as though I can create columns for my workflow, but still sort by Rank, and therefore I can adjust the rank within a status.
However, I'm having display issues with the Rapid Board at the moment, so I can't confirm 100% that this meets my need. I'll update once I get the display issues resolved.
