Can you restrict a project permission to only one project?

How do I pull data from 2 external sources for use as drop down values for a Jira field?

Looking for a way to pull data from 2 sources - one via a REST API and a CSV file. The data from these 2 sources will be used as a drop down value for a field in Jira. Appreciate any suggestions/solutions on how best to accomplish this requirement.

To manage multiply projects I usually set permision to project roles. So, for different project I can have the same permission scheme, but diferent user with permissions.

I couldn't get that configuration to suit my needs by easily being able to restrict certain users to just that one project but all staff have normal access to the project. Perhaps there was something I missed while trying to configure it.
