Zephyr for JIRA isn't available for JIRA On-Demand. It is only available for JIRA On-Premise installations. The plugin you enabled is a different on and goes with a different product from Zephyr.

Please let Atlassian know you would like to operate Zephyr for JIRA in an On-Demand installation as a product enhancement.
Zephyr does have test management products which integrate with JIRA On-Demand. These are the Zephyr Enterprise Editions and the Zephyr Community Editions, the later being a free version of the former.

One key point is that ZEE and ZCE are seperate applications from your JIRA instance but they integrate tightly with your JIRA instance. The plugin you enabled sends defect metrics from the JIRA instance to the Zephyr instance and these metrics are displayed on the Zephyr dashboards.
