How can I add a custom field (time in status)?

 Good afternoon community I have some doubt I'm not sure how I can add a time field, because it doesn't appear to me as a time type.

JIRA Version is V6.3.7, JIRA Agile Version is V6.6.51

Make sure the user does not have create shared objects global permission. This way although he will be able to create the agile board he wont be able to share it because he wont have the permission to share a filter.

But this will also mean the user will not be able to share a private dashboard with others.

that's ok, if he can't share anything, but nethertheless the users aren't able to create a board anyway. So what else could then be the problem?
