Our team is currently using Jira software for product development in the cloud. We are evaluating a company-wide rollout, providing Jira for other departments such as Marketing, HR, Finance etc. For these departments, Jira Core in its more basic functionality would be more than sufficient, especially as we want to avoid unnecessary complexity.
My question is, whether it is possible to have Jira Software users (my team) on the same instance as Jira Core users (other departments), with both parties being able to work in Jira Core? If yes, can Jira Core users access Jira Software (view or even use it with the limited functionality of Core)?

Can you reindex JIRA & see if the resolution shows the same both on View Issus & Filter page.
If this resolves your problem, then there is index problem.
Check if you have added any custom postfunction at the Reopen tranistion & it might be creating the problem.
