NO workflow step to move/ No transition step

i am unable to move this above ticket, anyone helps to understand this and how can i set this, i have admin access as well.

CustomField#updateIssue(FieldLayoutItem fieldLayoutItem, MutableIssue issue, Map fieldValueHolder)
