You could take a look at my blogpost about PPM in JIRA :

You could also take a look at the Profields plugin to create an extra status field for your project :

https://marketplace.atlassian.com/plugins/com.deiser.jira.profields

You can't really have workflow for projects in JIRA, but you can use the above information to create something really similar.
