We currently trialing the Jira service desk and would like to know the following please:
1. Can customers use the Jira mobile App to raise issues?
2. Does the customer need a license to raise requests?
3. Is the customer portal available on the Jira app for raising requests?
These questions are key to use buying the licenses as we trying to push customers to use the mobile app /portal on the mobiles to raise request instead of sending through an email request.

If you are referring to anonymously accesible Confluence (wiki) space, you can achieve this.
Grant anonymous user the 'can use' permission in the global permission setting at https://domain.atlassian.net/wiki/admin/permissions/globalpermissions.action. Then, in your space, grant 'view' permission for anonymous user, for example at https://domain.atlassian.net/wiki/spaces/spacepermissions.action?key=SPACEKEYHERE
It is similar to http://confluence.atlassian.com/display/DOC/Setting+up+Anonymous+Access. Is this what you are looking for?

Yes we want a functionality similar to setting up anonymous access.
