How to add a dropdown list of assignees as quick filter on scrum board?

I want to filter my issues on basis of assignee and i want a quick filter for assignee as in drop down list.

Not really. You can do a lot of permission based stuff by using workflows, which can be different by project and issue type, but that's not intuitive and has significant weaknesses.
