How do I add someone onto the Jira system?

I would like to assign an action to someone who isn't on the system.

Hey, could address your problem through workflow properties like

jira.permission.assignable.user

jira.permission.assignable.group=QA

• means that only members of the QA group will be assignable in this particular state.
