How can i log the name who transited the issue?

Hi,

When any logged-in user moves the issue status from 'Pending' to 'Work-In-Progress,' I plan to add an auto remark to the internal note section. For example, if user 'George1234' moves the issue status from 'Pending' to 'Work-In-Progress,' the name 'George1234' is added to the internal note area.

What is the best approach to identify the current user and make it a variable/smart-value?

Definitely not something that's done automatically, one of your administrators must have set it up.

You'll need to go through your notification schemes to find out what they've done.

While there's no default setting for that, you can modify the Notification Scheme to achieve that. For more details, check the Configuring Mail Notifications documentation at https://confluence.atlassian.com/display/JIRA/Configuring+Email+Notifications
