How JIRA REST API DO Transitions on "Send for approve"

We use JIRA 7.3.8 and when we do the rest API, “POST /rest/api/2/issue/{issueIdOrKey}/transitions” for "Send for approve" after create an issue, system will show error on missing attachment, but the transition id(711) for this "Send for approve" is one action without any ways to add an attachment even we add one at the very first beginning.
