Look for "bulk edit" in the issue navigator options. You'll need to make sure you have the global permission to use it.

Why would there be another option when bulk-edit will work?

You could do it remotely I suppose, using some code to push issues through the workflow via REST calls.

But bullk-edit is going to be faster and easier.
