However, there doesn't have a chance for me to select Development Team when creating a sub-task.

I ended up blowing the updated db away, clearing jira home and starting over and that resolve it as well.

Hi Jamie,

From the sounds of it there's most likely a problem with the index, post-upgrade, so I would recommend that you try following the instructions in the resolution section of this document to completely rebuild the index as I'm hopeful this will resolve your issue: https://confluence.atlassian.com/display/JIRAKB/Unable+to+Rebuild+JIRA+Index
