1. Is there any importer to import test cycle in the jira--> There is no importer to import test cycles in Jira
2. Is there any importer provided by zephyr to import test cases with test steps,expected result , actual result and test execution result.-->Yes we do have an importer utility where in you can import test cases,test steps and expected reult but you cant import any data with regards to execution.

Are you using Zephyr Enterprise or Zephyr for Jira? ZE allows to export the details you mentioned in your question, but importing the details into JIRA is not easy. What is the purpose of making a project management system into a test case management system? Rather, you can link the stories as requirements in Zephyr and create your reports.
