Project Sidebar Not Scrolling independently in Backlog

I went into Jira this morning and noticed that when clicking a story, the project sidebar doesn't auto-scroll anymore. It seems to be stuck to the top of the page and I'm forced to scroll up and down to see summaries, descriptions, labels etc. 

Another way of putting it is that the sidebar and the main backlog don't have independent scrollbars.
