On my project board, I am able to add a new colum with the heading Test, but when I do this, the following comes up
This column will not show on board without Status
I do not have any option to add status and therefore the Test Column is not being added

This most likely means you have a shared workflow with other projects therefore your Jira admin will have to make the change and the status.
So when you say Jira Administrator, how would I find out who that is

Good question! I dont know that there is a place in Jira where it says this. Its usually whoever makes the global changes to your Jira instance. Someone with higher access than you may have.
