Notifications when creating a project or when changing a project name in JIRA

we want to know, in jira, we can do it in some way so that when creating a project, when the name of the project is changed, a certain user received a notification

3party plugins can help you to accomplish it. For example ScriptRunner has an option to trigger creation or update project object.

Welcome to community. 

As I know there is no built-in solution. Notification is not sent when project details are changed. Because there is no event fired.
