Getting following error
Sorry, you can't create any issues right now, as you need to have access to a Jira application to be able to create issues. To gain application access you need to be a member of a group assigned to an application.

You will need to have Jira Site Administrator permissions to do this. Go to Settings > User Management
Search for your name and make sure you have access to Jira Software or at least Jira Core.
Then make sure your account is in the jira-users group.

If a user has Jira software access then they have Jira Core as well.

What is the exact error? Can they create issues on any project?
Make sure that the users have Browse Project permissions in the Permission Scheme for the Project. And that they also have Create Issue permissions.

Make sure each user has Jira Software or Jira Core access in the Settings > User Management area. You will need to be a Jira Site Administrator to get there.
Also make sure they are in the jira-users group at the very least.
