New account, new JIRA Core instance : creation blocked slowly

Hello,

I created a new Atlassian account with JIRA Core (Cloud) offer. I received an email to inform me availability.

The url in email redirect to https://potempsciel.atlassian.net/secure/WelcomeToJIRA.jspa

After a long time, I see a rectangle (progress bar maybe) and no home page. I wait since yesterday (26th March) the home page. I try many times and with edge and chrome.

If I try to change url  by https://jira.atlassian.com/secure/Dashboard.jspa.

The site have a bad format, i don't receive a valid page.

What is the normal time for creation of site ?
