My group is using JIRA SERVER (8.19.0). It is time for our annual upgrade, and it appears that there are two options from which to choose.
My assumption is the the 9.1.## version is for users of Data Center, but I want to make sure.

I always recommend the latest "long term support" version, which, at the moment is 8.20, which probably isn't actually worth the effort going to if your 8.19 is working.
I expect there will be a LTS version of 9.something arriving soon, so I would wait for that if you have any option to do so (and start the planning as soon as it is announced)
All releases of Jira before February 2024 are for Server and DC.
