Hi @Sven Roels welcome to the Atlassian community.

The general notation is, applications are billed based on the number of users in your Atlassian product. Jira Cloud apps are priced based on the maximum users of the Jira products on your instance.

You mentioned "Time tracker for Jira", which opens up 2 marketplace apps listed inline. Check the links for the pricings/number of users.

Welcome to the Atlassian Community!

You can install it, but you will need to licence it for the number of users you have in Jira, you cannot licence it for only part of them.
