JIRA REST API transitions gives internal server error

I can update fields . Now I am trying a transition

https://<host>/rest/api/2/issue/<issueno>/transitions?expand=transitions.fields

{"transition": {"id": "3"} }

I get

    "errorMessages": [        "Internal server error"    ],    "errors": {}}

Is  there any configuration on the server to allow transitions?
