I am trying to use the dashboard to inform me of any inactive SLA panels so I can resolve these. Is there a gadget that allows me to see this information?

You can use Time to SLA for this.
Time to SLA has custom search functions one of which is slaFunction = isNotStarted(). This function basically finds issues that have at least one inactive SLA on it and you can use it in your filters and by extension in your gadgets.
Time to SLA also has many more exciting features such as ability to define SLAs for all kinds of projects, custom gadgets and search functions, SLA reports, SLA custom fields, ability to define flexible SLAs and robust performance.
