Is it able to lock the user stories and also the test cases there in Jira

We have a requirement from a user to lock user story and test cases. please suggest.

Can you explain what you mean by 'lock' please?

That we can lock user stories when they are done and add a workflow to reopen (put them on enhanced or obsolete).

You need to explain what you mean by "lock".  How does a locked issue behave differently to an unlocked one?

Thanks for the quick response and sorry for the confusion. I meant:

Lock - User shouldn't make any further changes like edit/update issue.

For instance, once issue is moved to completed/done status, User shouldn't make any further changes to that issue.

Ok, the standard way to do this is to edit the workflow.  For each status where you want to prevent edit, add a  workflow property  that tells Jira to disallow editing (and commenting and other stuff you might want to block)

For a good example of this, go into the list of workflows and find the standard read-only default workflow, copy it and edit the copy, then take a look at the properties on the "closed" status.
