What do you mean by "blocked"?

For example, if you have a status value called "blocked", you could use the advanced issue search, or basic issues search, as follows:

project = myProjectName AND status = Blocked

Similarly, if you mean items you have marked with the flag indicator, that would be this:

project = myProjectName AND "Flagged[Checkboxes]" = "TRUE"

Or, if you mean issue linking you could use the linkedIssues function, like this: 

project = myProjectName AND issue IN linkedIssues(myIssueKey, "is blocked by")
