Hello I want to send notifications on issue created, edited to some specific group of people a disable it for another within the project. How do I do it?
Hi @Nikita Krivda Welcome to the Atlassian Community! You can do this with the help of notification scheme.
You can find the notification scheme Settings-> Issues-> notification Scheme
You can edit the existing notification scheme or you can create a new one too.

like Kagithala already stated the notifications sent out can be adjusted through the "Notification Scheme".

A group is a possible criteria to send mails in a specific event like "Issue Created" to.
There are several other options like a role or sending to users specific in a "Group Custom Field".

when it comes to Jira notifications,
This is the default notified people.
created, updated, deleted are common events for all issue types like Story, Sub-task, Task, Epic and etc.
you can add/delete more users / roles something for notifications as below
if you using "Automation for Jira" plugin you can send more customized notifications.
