How to provide access to new member? 

when I click on add users to role and enter user name, user is not listed.

Where to check Jira Administrator or Jira System Administrator global permission?

You need to get in touch with your JIRA admin, to get the required access.

Hi @Swetha Pranesha Rao and welcome to the community,

Prior of granting him project membership, you have to grant him product access. If you are not a jira admin, ask your admin to do it. If you are and you don't know how, then please refer to this article https://support.atlassian.com/user-management/docs/give-users-access-to-products/
