How do you change the order and add/remove fields on new issue type?

I'd like to be able to remove: components and priority and summary, and move Candidate Name to the top where components currently is for issue type candidate. How do I do this?Create issue - Jira 2019-09-04 18-28-31.png

You can not delete the mandatory fields. (The fields with red star). But you can rearrange the field sequence by following these steps:

Go to Admin > Projects > Go to Project Admin >  Screens > Select Screen  you want to change.

Now in Field Tab rearrange the fields by dragging up and down or delete them.

Hope this work for you.

@Gar Lee  , if you are the jira admin, you can update the screen fields as in to remove and move them.

But 'Summary' is always needed for a jira issue. You cannot create an issue if you dont have it on the screen. So dont remove it.
