Glitch in Delete All Attachments ?

I am new to JIRA Admin role. My product has configured the 'Delete All Attachment' action to allow 'Internal Project Team', 'External Project Team' roles and 'jira-administrators' group to perform this action.

This is the default scheme so all projects too have the same configuration.

Being part of jira-administrators group, I wasn't able to see the delete icon for any of the attachments from a 'test' issue belonging to a project X (I do not have direct access to this project except for JIRA administrator) until 5-Apr.

Suddenly, from 6-Apr, everyone in the 2 roles and the group started seeing the delete icon.

We haven't done any configuration changes at Admin level or Project X level.

So how is it possible that we couldn't see the icon when we should have? And now suddenly we started to see it?
