It depends on the exact version of Jira you are using. You can check this official Atlassian page - Supported platforms.

For eg. Jira 8.22.x supports Oracle Oracle 19c.

We already use JIRA-Server on Oracle 19c, last Release 19.10.0.0...  without any problems.

Oh, thanks for the information. I think when they write about Oracle 19c support, all DB sub-versions of 19.x will be supported.
