Create Linked Issues in JIRA Core

Hi..

I have created a JIRA core project. Members of this Project wants to  Create Linked Issue for IT Service Desk Project.

 

But they are always getting error  "You do not have permission to link issues in this project" 

All the  Core project members have software application acess. Wondering if they need Service Desk License to create linked issue for SD projects.

I'm having the same problem.....

Does the user have both the Edit Issue permission as well as Link Issues permission?
