Can't edit users as an Jira admin

I'm a Jira admin and need to change e-mail adress on some users. When they try to change themselves they get a notice that email adress i set by admin but I as an admin can´t find where I can change email for my users. Only users in a non owned domain can change their own email adress.

What am I doing wrong?

Hello @Hanna Bristav ,

do you have Organization Admin rights? That is required to make the change.
