I'm the organisation administrator and can't do it
I tried with a user with less privileges and it works!

hi!, i have the exact same issue, could you explain which were those "less privileges" that helped you? i'm not org admin but Site admin and can't do it. i tried with a common user in that project but it didn't even have the option

i have the same issue here and can't seem to get around it. I'm Site Admin, but also tried with ORG admin and Project Admin, none of them can change the project lead.
Even if a try to type the name of the user thats actually lead right now it only shows me the "no Matches" error
