On Create issue screen I have a field that imports data from DB.
Can I set it as required?

Making a field required can be done in the Jira admin and is not set by the Elements Connect app.

But in jira service managment in cloud is not possible I think

In the Cloud, what you can do is create a Connect connected item with a mirror field (this will display the template value(s) inside a custom field). Then you can configure this custom field to be required on your JSM form from the Jira admin.
