Attachments cannot be read

We recently updated to 8.21.0 and now all attachments cannot be read. I have verified that uploading them puts them in the correct place and creates the thumbnail for image files, but Jira itself cannot read them aftewards.

I can find nothing helpful in the logs. I have ensured that the application has read/write perms (and verified by uploading a new attachment since updating) and am at a dead end.

Please navigate to Jira administration UI and find troubleshooting and support tools option to debug whether attachments are working fine.

Later we can find out the issue and wt is the cause.

The troubleshooting page states that attachments are working correctly:
