Alternative for checklist in Jira Server

Hi,

we need to implement kinda checklist so before user moves the issue from one status to another we sure that user verified the issue based on criteria on Checklist. 

For example.

Move from "In Review" to "Done" we have some text somewhere like

• Best practices are used
• Code is covered by unit tests

So engineers go through the list and verify code against it. And they not allow to move to Done until they signed (somehow) that they went trough the list

We have Jira Server, so it is not possible to use Checklist plugin...

Any ideas how it could be solved?

don't think so since at some point we'll move to the cloud...
