Ability to hide apps for certain user groups

Hi! I'm a new admin at an organization that uses Jira primarily for Dev but recently for other depts as well. The dev team has quite a few apps installed that are critical to their work, but just create clutter for every other dept. Is there a way to hide the items in the screenshot boxes for certain user groups who don't need them?

Welcome to the Atlassian Community!

This can only be done if the app you've installed supports project-by-project permissions (most do not, it's quite hard to do it in Cloud)
