How to activate main menu bar in Confluence?

Hi!

I'm new to confluence. I was wondering if it is possible to create a main (horizontal) menu bar. 2-3 years ago this wasn't possible.

The main menu moved back to the top in Cloud a couple of years ago.

So I'm curious as to what you mean with this question, as the menu bar already is horizontal.
