Hi,
Is there any way to prevent end users from manually uploading their photo image to their Confluence User Profile by using the existing one in their JIRA User Profile?
I also user a Crowd server to enable SSO for my JIRA and Confluence instances.

This doesn't directly answer your question (although I believe the answer is no), but Crowd does have a long standing feature request to have Crowd host all avatars for the other products: https://jira.atlassian.com/browse/CWD-2165

I'm sure this is not what you want to hear, but It's not on our roadmap at the moment, so I can't give you a helpful answer. All I can say is that if it's not on the roadmap, it's unlikely to happen in the next 6 months (not impossible because roadmaps do change, but definitely unlikely because it's not a small change to make across the products).
