I'm trying to sign up for a new Atlassian account with my company's email address but I'm not receiving any verification email(s).
Could it be that the domain is blocked?
I've filed a support request (CA-1581808) on 12 November but haven't received a response yet.

Oh, that makes sense that it could conflict with that.
I always tend to delete as much information about my accounts when possible to prevent any personal information leaks.
(I'm going to be a bit witty here, and not that I mind, but shouldn't a right-to-be-forgotten request also remove the email address? ;) )

That I can answer from our Delete your Atlassian Account page:
We’ll delete your personal data from Atlassian account services within 30 days, except in a few cases where required for legitimate business or legal purposes. Some examples include:
- Information related to purchases, which we’re required to keep for financial reporting.
- Records showing that we deleted your account, which we may need to provide to regulators.
- Data that’s part of an active lawsuit, which we’re required to keep by law.
You have the right to submit complaints to the supervisory authority in your country.

Hello @Daniel Eads we have a similar issue: a new colleague is trying to sign up using his work email address but not receiving confirmation email. Can you check this? I can provide email if you can.

Our email system had a bounce for your email address in early December - it appears that Gmail had listed the account as disabled at that time. This prevented our mail service from sending additional emails. I've cleared out this suppression from our mail service, so new emails should start going through.
You will need to trigger any pending verification emails again (or request invitations to be re-sent by a site admin) but the emails should deliver now.

Any idea what the (average) request response time is for issues such as this?
I can understand if they're busy, but after 10 days it makes you wonder if it's still in the queue to be handled.
