How to improve user-security if you're not able to verify all domains your users are in?

Hi,

I am looking into the options to improve the security (especially access to) of the Atlassian-site we use. (JIRA & Confluence).

In my site, I have users from 3 different organizations and domains. I only own 1 of these domains and cannot claim/verify the others as they belong to different organisations that won't allow me.

It seems that every security-improvement you want to make requires that all domains are verified. Is this really true, or am I missing something and are there security measures I can apply without all the domains being verified?
