The documentation says
If your JIRA administrator has configured the user directory containing your account with external password management, the 'Change Password' link will not be available.
How do I change my password if my account is configured with external password management?
Change it in the account management software you're using for the external directory.
After exploring more, I found https://accounts.jenkins.io/myself/ which has a change password feature. However there are no links to this page from the jenkins-ci JIRA account page. I only found it from the forgot password page. Opened https://issues.jenkins-ci.org/browse/WEBSITE-175.
