Is there any way to pull the Department\"Based in"\Organization type fields from the Atlassian user profile in Jira Cloud?
For routing applications in JSM. There is a Scriptrunner.
Just to share another solution if, in addition to the user attributes of the Atlassian user profile, you need to bring to user attributes from identity providers such as OKTA, Azure AD, or Onelogin, this app (MindPro Sync) may be able to help.

I'm always getting confused by the use of "User" and "Customer." Will MindPro Sync pull in data for unlicensed Customer Accounts in JSM? As an IT organization, I'm only licensing my agents who work requests and incidents. The other employees in our company are "Customers" in our projects but that who we really need the additional properties for to help refine ticket SLA's, escalations, and approval work-flows.

Yes, MindPro Sync will retrieve data for these users as well, since they have the same e-mail address in both Jira and the related IdP (Azure AD, Okta, OneLogin).

Thank you for your question.
I can confrim that ScriptRunner for Jira Cloud does not provide any API's itself but instead only interacts with Jira Cloud through the rest API's that Atlassian provides and I have checked and the API's below may allow you to retrieve the data you are after.
If these API's do not allow this data to be retrieved then it will not be possible to retrieve this.
