I am exploring the possibility of creating Atlassian accounts using the REST API but couldn't find an endpoint that supports this functionality. Is it feasible to achieve this?

I'm not sure that this is possible but you can check how to invite someone to e.g. Jira. Inviting someone create automatically Atlassian ID account.
