On a specific Project in my company, I am not able to see the '+ Create' button below the column. For this specific Project, when I click on List, the '+ Create' button appears at the bottom.
I've tried to hover over certain places around the column which works for other users but it doesn't work for me.

Could you please share a bit more about the project you’re working on? Is it related to Software, Work Management, or perhaps Service Management? Also, is it managed by your team or by the company?
Could you please share an image that shows the problem? That would be really helpful!

Another user in my company within the Board view was able to hover over a tiny section and the '+' button appears but I couldn't re-create this.

However...I uncovered something else.
When I click on Group by: Status
It gives me various options
Group by
-Status (default) with a check mark
-Priority
-Assignee
-Category
Status (default) is the ONLY one that doesn't show the '+ Create' button.
Every other option, Priority, Assignee, Category, I am able to see the '+ Create' button.
Is it tied to how the Statuses were built?

Very odd!, I'm unable to replicate the issue in my instance.
You should open a ticket with Atlassian Support to get further insight into the issue.
